This is actually the optional aluminum center pulley the Tamiya TA04 framework equipped using the center one-way unit.

This component fits on the spur gear shaft.

This is the same pulley while the one applied to the TRF414 Per Tamiya: Keep out of reach of young children. Kids must not be allowed to put any part or packaging product inside kit inside their mouths.
